In March, the Federal Communications Commission (FCC) released the following PUBLIC NOTICE calling for comments on de-regulation of the communications industry:
“Through a series of Executive Orders, President Trump has called on administrative agencies to unleash prosperity through deregulation and ensure that they are efficiently delivering great results for the American people. By this Public Notice, the Federal Communications Commission (Commission or FCC) is taking action to promote the policies outlined by President Trump in those Executive Orders. Specifically, we are seeking public input on identifying FCC rules for the purpose of alleviating unnecessary regulatory burdens.”
In response, on April 11, 2025, World Council for Health submitted a letter and supporting documents against FCC de-regulation, highlighting that the people of the world have not consented to satellite-based and terrestrial wireless technologies that are harmful to humans, animals and planet.

Dear FCC Members,
We, the undersigned representatives of the World Council for Health (WCH) and its international partners, write to express our deep concern regarding the potential deregulation of existing FCC rules under the current proceeding. While we recognise the importance of innovation and economic growth, we urge the Commission to ensure that public health, ecological well-being, and the fundamental rights of individuals remain paramount in any regulatory review process.

Safeguards Are Not Burdens — They Are Protections
We respectfully highlight that existing rules and regulations are not inherently burdensome. In fact, they serve a vital role in protecting the American people, and all global citizens, from potential health and environmental harms. As technology evolves rapidly, it is even more critical that regulatory frameworks evolve responsibly, not regressively.
Relaxing protections in favor of fast-tracked technological deployment may result in a greater burden: the burden of disease, environmental degradation, and long-term systemic costs to healthcare and infrastructure. These burdens will not be borne by corporations—but by people, families, and future generations.
The World Council for Health supports the advancement of technology, but only when it is guided by discernment, transparency, and informed consent. Public exposure to untested or insufficiently studied electromagnetic radiation, like 5G/6G for example, cannot be treated lightly. Satellite-based and terrestrial wireless technologies have global impacts that reach far beyond U.S. borders. No global population has consented to the sweeping expansion of these technologies. The FCC must recognize that this issue
is inherently international, and requires a precautionary, not permissive, approach.
We formally notify the FCC, on behalf of our partners and international communities, that we do not consent to the further escalation and deregulation of technologies that carry unresolved risks to health, biodiversity, and planetary stability.
Recommendations and Supporting Evidence
We urge the Commission to:
- Strengthen current safeguards that protect public health and the environment.
- Refrain from prioritizing competition and business interests over the
fundamental well-being of people and ecosystems. - Ensure informed consent is a guiding principle in all technology deployment
decisions. - Review independent scientific literature on the biological impacts of wireless
radiation, including the WCH Policy Brief on the Effects of Digitalization on
Health and Democracy, as well as the 2025 Firstenberg Brief on Electrosmog.
In conclusion, we urge the FCC and the Trump Administration to embrace a regulatory
framework that reflects not only economic ambitions but also ethical responsibility,
scientific integrity, and human rights. Rules are not obstacles to progress, they are the
foundation of a society that values its people.
To be clear, we do not consent to de-regulation.
